Seems the clear cases were not that many, and it would be worth waiting. If the clear cases are charaterized by few outstanding numbers and, as I heard of, the kind of applicants, say, students or gov't ppl, I believe the fact that you received completion notice earlier doesnt necessarily mean that your chances remote.
