Still time to apply to HKU or CUHK?

Still time to apply to HKU or CUHK?
For the past few months, I've been on the fence whether or not to return to school or continue to work. But, recently, I've finally had it with where I live, and I'm eager to go to school in Hong Kong for a year and hopefully work afterwards. I did notice that I missed the first deadline for CUHK and the second deadline is next week for CUHK. For HKU, I think the deadline for the program that I wanted, the Intellecutal Property program, was extended to May. So, I'm not sure if it's worth applying this late, or if the programs were already full. If I apply now and don't get accepted, is there any penalty for reapplying next year, ie, it's a negative that I applied once and didn't get accepted.
