Ignoring issues such as quality of teaching, course content, subject, etc, etc. where's the cheapest Distance Learning LLM for 2009?

here's some of the details on fees i've found so far:
(info on fees is sometimes a bit out of date on some university websites, some aren't clear whether the fee is per year or per course. Fees are shown at 2009 rate for subsequent years - so is just a rough estimate for some)
