PKU has specialties in 刑法，国际法，国际经济法，经济法，商法。I think you have to take an exam to show Level 9 Chinese in the HKS exam, and you have to go thru other exams. I know a foreigner who was allowed admission to the LLM program on the basis of an interview, without having to go thru the nationwide exam.
