There is a Program in Venice. It is called European Masters degree in Human rights and democratization. 
It is organized by many different european universities. http://www.emahumanrights.org/ 

You can also have a look at the homepage of the university of Bochum. There is an Institute of International Law of Peace and Armed Conflict.

it is an english site, so donīt worry. 

I personally will start studying in Leiden in the LL.M. programme about Public International Law and International Criminal Law. 
But you must have a look at the programm-sites to decide which one interests you best.
