Dear Ezeogu, I do not know about the others. But the University of Ottawa is famous for International Law and Trade (as it is for Technology and for Human Rights). You have, for instance, Debra Steger, who was the first Director of the Appellate Body Secretariat of the World Trade Organization, and I am aware that a new International Law Institute is being built there. The uOttawa is very cosmopolitan, so don't worry being from Africa. I have a friend there who came from Togo (but his concentration is in Human Rights), and there are lots of other Graduate students from African countries. I came from Brazil and was very well received. Well, if you are going to apply, pay attention to the deadline, which is February 1st, for international students.

Hey Ezeogu! I dont think any school will turn you away just because you are African! If anything, most schools are seeking to achieve racial diversity by admitting students from all parts of the world.
Just get your priorities straight and take it from there. For instance, do you want the school with the most reputable experts in the field or are you seeking a school that will give you the most assistance with funding? Canada is mainly bi-lingual, so are you planning on schooling in a school where the course is taught in French or one that teaches in English?
If you do an LLM program search using the appropriate links on this LL.M guide website, you should be able to narrow down your options. Am sure you will be fine. Hope this is a bit useful.

Ezeogu, I am sure Isabiam is correct and no Canadian school would turn away an African candidate due simply to his or her origin. I just exemplified with Ottawa in reason of its renown in International Law. But, indeed, I also advise you to look for other schools that specialize in International Law. About bilingualism, one asset that you may find here in Ottawa is that all the courses are taught either in French or in English, at your choice.
