Guys,
There has been an order affecting Student visas, prohibiting students from upgrading their tier 4 to tier 2 and many more things which are not in interest of international students.
Can someone tell me if these changes will apply to students whose CAS has already been released?
I have always paid for deposit fees. but after UK govt visa changes, I am having my doubts.

I'm sure you'll probably get more reliable advice on the implications of law changes by contacting the UK Council for International Student Affairs, or perhaps better yet, an immigration attorney.
